Hello everyone. Just wanted to send out a brief newsletter to update everyone on upcoming events and crime information.

I always get email requests from people who get sent a copy of the NOE newsletter – and then ask me to add them to the e-mail list. Unfortunately, it is extremely difficult for me to add you on our end (it’s complicated – epolicing is a Citywide program and the networks are downtown). However, it is very easy to sign up – just go our website – lapdonline.org Then click on the “epolicing” icon and add your address/zip code and you will start to receive all e-mail blasts and the newsletters. Note: We have been giving out sanitation trash bin stickers (provides scavenging warning) to the public. If your trash bin does not have one, please contact the Northeast Community Relations Office at (213) 485-2548. There are some available in the front lobby.

Over the past two weeks Northeast Area received two distinguished awards as a result of its work in the Avenues and Toonerville gang investigations. First, the Anti Defamation League awarded the “Helene and Joseph Sherwood Prize for Combating Hate” to the Los Angeles Police Department (including several members from Northeast Area) and other law enforcement participants for their efforts during the Avenues gang investigations. This march was a major success as approximately 2-3 thousand people came out on a beautiful day to march against violence and for “Peace in the Northeast.” Special thanks goes out to all of the march organizers for doing such a great job. The job resource booths and entertainment at the end of the march were fantastic and drew in hundreds of additional people throughout the day. Plans for next year’s march are already underway and we hope all of you will commit to attend this very important annual event. (BLEND) monthly meeting – on May 26 , 2010, at 8 AM, Northeast Station. (C-PAB) monthly meeting – On Monday May 24, 2010, at 6 PM, at Northeast Police Station. Come participate in discussing community issues and developing solutions to our problems.

The Avenues gang has a long history of committing hate crimes including murdering three African-Americans who just happened to move into their neighborhoods. Over the past two years, two separate Federal Title III – RICO investigations have resulted in the incarceration of approximately 150 hard core members of the Avenues gang on crimes such as murder, attempt murder, robbery, narcotics trafficking, money laundering, extortion, and witness intimidation. A majority of these criminals – if convicted – will be sentenced to 20 plus years in federal prison (many have already received this justice).

The second award came from the Glendale Police Department for the support of the Los Angeles Police Department (including Northeast Area) during the Toonerville gang investigation. This comprehensive wiretap investigation resulted in 29 arrests (nine for murder) and the seizure of 67 weapons.

As a result of these efforts as well as tremendous support from our elected officials, City agencies, and community groups, homicides are down 80% when compared to two years ago and gang crime is down 40%.

NOE Crime Update

The year to date (YTD) crime statistics will cover from January 1, 2010 through May 15, 2010. I will specifically discuss crime trends from last week May 9th through May 15, 2010.

YTD Violent Crime: Down 17.5%

YTD Property Crime: Up 3.4%

YTD Part I (total): Down .07%

YTD Homicide: Down 62.50% (3 vs. 8, two-year trend 3 vs. 15 = 80% reduction)

YTD Rape Up 116.7.0% (up 6 crimes, 13 vs. 6)

YTD Burglary Up 53.1% (up 97 crimes)

  • We have 14 less serious Part I crimes YTD
  • Burglary (residential mostly) is by far our worst crime problem percent-wise YTD
  • BFMV (car break ins) are increasing at an alarming rate. Please do not leave valuable items in plain sight in your vehicle
  • Of the rapes, 11 are acquaintance rapes (victim and suspect know each other). Two are stranger rapes (no connection between suspect and victim – these are troublesome). All of these cases are solved. It’s hard to reduce this crime number as there is no way to predict when two ex couples or co-workers will get together and an incident of rape is alleged.
  • Northeast is currently ranked 7th in violent crime reduction, 18th in property crime reduction and 16th in Part I crime reduction (Citywide out of 21 police stations).
  • Posted great crime reduction numbers last week. Had 78 crimes (106 is our goal to achieve a 5% reduction in overall crime)


Neighborhood Crime Update

Echo Park

We have a burglary trend in this neighborhood between noon to 6 PM. We have detained and/or arrested some suspects over the past week Some of these crimes maybe committed by juveniles and we have tremendously increased truant enforcement in the neighborhoods of Echo Park and Silverlake. One resident attempted to detain a subject (juvenile suspect) and unfortunately, he broke away and took off (please be careful about taking action into your own hands – your life is not worth taking this risk over). We did get a composite of this subject and put it out to all of our police officers.

Note: We did have an incident that occurred yesterday in East Hollywood (will not be in these crime statistics and the suspect is probably not involved in any Echo Park or Silverlake burglaries – but its an amusing story.)

Yesterday a lady came home and when she pulled into her driveway she noticed that her garage door was open and that a man was inside her garage rummaging through her other vehicle parked in the garage. She immediately asked him what he was doing in the garage and he yelled “I am looking for my friend.” Knowing that he was not her friend, she immediately pressed the garage door remote control she had in the vehicle she was driving – and then drove her vehicle up against the garage door to trap the suspect inside. She then calmly phone 9-1-1 and reported the burglary-in-progress as the suspect began to bang on the inside door pleading ” please let me out – I am on parole – I just got out of jail.- I can’t go back” He was immediately arrested and will be heading back to a confining 9 x 12 foot cell. While I do not recommend taking action – this was very quick thinking on the lady’s part which resulted in the suspect’s capture!

Elysian Valley

No other trends or patterns. A couple of car break ins in the middle of the night.

Silver Lake

We have tremendously stepped up enforcement activities in this area and last week the burglaries dropped significantly. We still have not captured that suspects responsible for the series in Silverlake, but none occurred in the zone that was hit very hard two weeks ago.

Throughout Northeast Area we definitely have several crews (teams of suspects) committing burglaries. We will eventually solve these cases but in the meantime please do not leave your garage doors open, your windows open (even second story ones – suspects can climb), and keep an eye out for each other. If you see something or someone that is suspicious but not committing a crime – call 1-877-ASK-LAPD. If you see a crime in progress like the lady mentioned above please call 9-1-1 right away.

Franklin Hills

Very clear – couple of property crimes.

Los Feliz

Same as Franklin Hills – very clear – couple of property crimes. Have placed a lot of resources in here at night.

East Hollywood

Had a series of stolen cars (three) that occurred between midnight to 6 AM. Otherwise, it looks good.

Two weeks ago we had our third homicide occur here. This was a domestic incident (not gang related and therefore no chance of it causing any future incidents) that resulted in an immediate arrest.

Eagle Rock

Very clear

Cypress Park

Very clear. Our gang units are concentrating on Cypress Park and Highland Park in the wake of the two drive-by murders that we had two weeks ago. Both areas were very quite last week.

Highland Park

Only a few car break ins between midnight to 6 AM. Overall, the area looked very good last week.

Mount Washington

Very clear

Glassell Park

Very clear. The whole east side of Northeast experienced a very good crime reduction week.

Atwater Village

Looks pretty good. A few property crimes – no patterns or trends.
